MEI 886 — In mid-December 2018, a performance review was issued by the Organization for Economic Cooperation and Development (OECD) of three energy regulators in Mexico: National Hydrocarbon Commission (CNH), Energy Regulatory Commission (CRE) and Hydrocarbon Safety Agency (ASEA).

Researchers reviewed the efforts of the three regulators to devise protocols for cooperation and to simplify and clarify the regulatory framework. A website (ODAC) is available to guide investors of the permitting paths in each of six market segments. In our report, we observe that the ministries of finance, energy and economy have de facto regulatory attributes that are not considered in the OECD study.
