When, on October 9, 2012, word got around of the pending release of a collaborative report in preparation at the ITAM on energy policy, our first impulse was to write our own synthetic report on this topic, and then compare our findings with those of the study.

A preliminary report was ready by October 13, and included two tables: a list of topics in the energy sector where reform is needed, and a questionnaire about critical issues that asks for responses on the traditional five‐point scale of agreement or disagreement. Our idea was that no reform could be imaginable without “strongly agree” indicated on most of the questions (see extracted except).
